No, a certified bike shop does NOT have to pack your e-bike for shipping. You may pack your own e-bike, or you are welcome to hire a bike shop to pack your e-bike for you.

Whomever books your e-bike for shipping must declare it an e-bike shipment during booking and make sure whomever is packing your e-bike follows all e-bike-specific packing instructions.
